Scott DeVico is a seasoned government affairs and public policy professional with close to 30 years of experience working at the highest levels of Connecticut state government. Throughout his career, he has built a reputation as a trusted advisor, strategic leader, and effective liaison among elected officials, government agencies, stakeholders, and the public. Scott has built and maintained strong, bipartisan relationships with lawmakers, government officials, agency leaders, and community stakeholders, enabling him to effectively advance policy initiatives and navigate complex governmental issues.

Most recently, Scott served as Chief of Staff to the Deputy Commissioner of the Connecticut Department of Emergency Services and Public Protection’s Division of Emergency Management and Homeland Security (DEMHS), where he provided executive leadership, strategic counsel, and operational oversight for the state’s emergency management and homeland security programs. He also managed public information operations and worked closely with federal, state, and municipal leaders on critical public safety and emergency preparedness initiatives.

Prior to that role, Scott served in the Commissioner’s Office at the Department of Emergency Services and Public Protection (DESPP), where he oversaw key administrative functions, served as the agency’s legislative director, managed communications, and helped shape strategic policy priorities. During his tenure, he played a leading role in advancing the agency’s legislative agenda and strengthening relationships with lawmakers and government partners. He also served as the lead Public Information Officer during some of Connecticut’s most significant emergencies, including Superstorm Sandy, Tropical Storm Irene, and the Blizzard of 2011. He was responsible for coordinating communications, managing media relations, and ensuring timely and accurate public information during emergency operations.

Earlier in his career, Scott served as Legislative Liaison in the Office of the Governor, where he worked directly with legislative leadership, legislative committees, and state agencies to advance the administration’s policy objectives. He also held several positions with the Connecticut General Assembly, including Clerk of the Joint Standing Committee on Public Safety and Security, where he developed extensive expertise in the legislative process, public safety policy, and stakeholder engagement.

Scott is recognized for his ability to cultivate trust and build consensus while successfully representing organizational interests before elected officials and policymakers, providing strategic counsel on public affairs, government relations, and legislative advocacy.
